Secret, Board of Communications at Peking have authorised
the local Chinese Telegraphs to subscribe 3000 taels in reply to request emanating from them, refusal of subscription would give great offence.

Viceroy of Canton has sent $200,000. Consul General says that this/private subscription, not from Chinese Government. I have therefore accepted.
Telegraph your wishes with regard to former.
Chinese regard the project as being a proof
of friendship and in their own interest.
